The Greenup County Joint Planning Commission was formed in 1969, after an agreement was signed between the cities of Russell, Raceland, Greenup, Bellefonte, Worthington and the County of Greenup. The City of Flatwoods Joined the Commission in 1988.
Each agency member of the commission appoints two representatives to the commission. The Commission is regulated by Kentucky Revised Statute (KRS 100) and local commission bylaws.
KRS 100 clearly states the duties of the commission as planning for land use in agency member boundaries along with making recommendations to agency members for initial zoning and request for zoning changes.
Kentucky Law provides that the Greenup County Joint Planning Commission be formed as a legislative body for the purpose of performing the following task:

Create Greenup County Comprehensive Plan for development of land uses in the county and member cities.

Review and make changes to the comprehensive plan as needed or at least review the plan at a minimum of every five (5) years.

Suggest to the fiscal court or member cities any text changes to their zoning ordinances after receiving a request or becoming aware of circumstances effecting community change.

Suggest to the fiscal court or member cities zoning map changes to the zoning maps after receiving a request or becoming aware of circumstances effecting community change.

Oversee the subdivision of land and the development of subdivisions within the county and member cities boundaries.
The Greenup County Joint Planning Commission is made up of 14 members. Each city and county appoint 2 members respectively. Each term of office is for a four year period and members are appointed with staggering terms.
